Primary Care Physical Therapy: Affective Knowledge, Skills and Attitudes in Classroom and Clinic

This two day workshop is designed to prepare academic and clinical faculty to educate students with the goal of Vision 2020. The model
presented is educating the physical therapist as a primary care practitioner, through direct access, to examine and evaluate patients and
clients holistically and determine physical therapy problems, and to screen for medical problems. The ideal competencies of a
primary care practitioner will be presented, along with suggested curriculum content to achieve those behaviors. Emphasis will be placed
on assisting academic and clinical faculty with affective skills in order to model active listening and participant centered problem solving.
An example of a primary care residency program will be given. Participants will be assisted by way of small work groups to integrate
competencies into their existing curricula. Both clinical and academic faculty development will be discussed.
Program Objectives: Upon completion of this course, you’ll be able to:
- Explore the behaviors expected of a physical therapist practicing primary care.
- Integrate Vision 2020 goals with the competencies of the primary care physical therapist.
- Appreciate the importance of skills in the affective domain as central for clinical and academic faculty
teaching primary care physical therapy.
- Integrate primary care competencies into an existing curriculum, and begin planning academic and
clinical faculty development to teach entry level students the knowledge, skills and attitudes of primary care physical therapy.

Ethics and Advocacy: What Practitioners Need to Know About Treating Uninsured and Underinsured Patients

Physical therapists have limited ethical and legal solutions available to them when confronted with a patient in need of services, who is
unable to pay for those services. In fact, the current system places physical therapists in a position in which they may be censured or their
license may be suspended or revoked if treatment is not provided. The presenters found that accessibility to a viable safety net provider
or the ability to provide services on a pro bono basis is likely the only ethical and legal solution to this dilemma. The presenters will
examine the ethical issues associated with treating uninsured and underinsured patients. They will also discuss the strengths and
weaknesses of various ethical decision making models and review the role of pro bono services, including the safety net providers, as a
solution to treating the growing number of uninsured and underinsured patients in the United States. Ethical, legal, and public policy
considerations will be discussed. The presentation will conclude with a moderated discussion between the audience and panel members
regarding the practical aspects of implementing and maintaining pro bono services in physical therapy practice.
Program Objectives: Upon completion of this course, you’ll be able to:
- Identify ethical issues associated with treating uninsured and underinsured patients;
- Discuss the strengths and weaknesses of using ethical models in clinical decision making;
- Discuss the historical role, current usage, and future possibilities of safety net providers;
- Identify the legal and ethical issues of pro bono service;
- Identify the public policy considerations of pro bono service;
- Appreciate the practical issues of implementing and maintaining pro bono services in physical therapy practice.
