Professional Bio

Helen Milligan, PT, DPT, is a board-certified pediatric clinical specialist and an Assistant Professor in the Physical Therapy Program within the College of Rehabilitation Sciences at Thomas Jefferson University. Her research focuses on activity and participation outcomes for individuals with Down syndrome and other neurodiverse health conditions.
Dr. Milligan brings more than 25 years of clinical experience as a physical therapist at the Children’s Hospital of Philadelphia (CHOP), where she has provided care across the lifespan in inpatient, outpatient, school-based, and early intervention settings. She serves on the Board of Directors of the Down Syndrome Medical Interest Group (DSMIG) and is a coach and clinician with Special Olympics Pennsylvania.
Her research examines evidence-based interventions for individuals with Down syndrome, including aquatic therapy, yoga, gait and balance training, and the use of footwear and orthotics. Through longstanding community partnerships, she fosters meaningful research engagement and participant recruitment, advancing the translation of evidence into practice to improve health, participation, and quality of life for individuals with Down syndrome and their families.
